THE ENGINEERS HAVE LANDED and have the situation well in hand. This is the way some people in basic science interpret Defense Secretary Charles E. Wilson\'s action last week in setting up a new top level administrative job-Assistant Secretary of Defense for Research and Engineering. Creation of the new post does away with two jobs-Assistant Secretary for Research and Development and Assistant Secretary for Engineering. To fill the new job, Secretary Wilson appointed 76-year-old Frank D. Newbury, the present Assistant Secretary for Engineering. Newbury\'s appointment indicates to many observers that applied research and development problems will be emphasized in future scientific work in the Defense Department and that basic research will be sidetracked or abandoned. Directed Research. At a press conference, Secretary Wilson outlined some of his views on what kind of research the Defense Department should do.
